Prepared by Heriot-Watt’s Institute for Social Policy, Housing, Equalities Research (I-SPHERE) and GISS Bremen, this research examined the first 13 Vanguard Cities and found both successes and systematic failures, establishing recommendations on what works and what does not in addressing street homelessness.

2021 Analysis on Homelessness and the SDGs

Although homelessness is not mentioned across the 17 Sustainable Development Goals (SDGs), this issue meaningfully intersects with each SDG. IGH and UN-Habitat have partnered to strategically lead the work within the UN eco-system to establish a clear, shared definition, and ensure that homelessness measurement occurs. IGH Definitional Framework

Developed by the Institute of Global Homelessness with global experts and practitioners, the Global Framework on Homelessness offers a shared understanding of homelessness and a foundation for consistent measurement and effective action to end homelessness. This typology includes a common characterization of homelessness, “lacking access to minimally adequate housing,” while also describing the various housing situations that fall within this definition.
